The Milanese Jesuit missionary Giovanni Maria Salvatierra, born to Spanish parents, received authorization to enter Baja California in late 1680. After evangelizing the Tarahumara Indians in present-day Chihuahua, he settled permanently in the bay of Loreto in 1697, founding what he called the "Head and Mother of the Missions of Baja California." Loreto overlooks a large bay protected by Isla Carmen and other smaller islands.
